GUIDELINES FOR JOINING
Torchwood 1, 2 and 4, India & Belfast, etc... members sort of have more free reign. Since they're mostly outside of Canon, with the exception of Torchwood 1 & India. In most cases with Torchwood 2, as far as we know, everyone but Jack was killed.With Torchwood 3, interested parties must RP their attempt to join Jack’s group; however, TW3 is not accepting new members, at this time.
Torchwood members Must Be at least 18 years old (the characters, not necessarily the players).
In order to form a new branch, a minimum of 3 characters must come together, and in-game, establish themselves as founders of such: a Leader, a Doctor and a Techie. The Staff must be petitioned for approval FIRST, and then their first priority will be a thread to establish their TW branch (ie: a New TW1, or TW5...)
9.99999999 times out of 10, Torchwood members must be human. After all, originally, Torchwood was an anti-alien group, and now they defend the Earth against aliens. Only the rarest of rare exceptions shall be made for any non-human who wishes to join; there ought to be less than one alien or alien-human hybrid per Torchwood Branch - and chances are, they better at least LOOK like a human/be able to pass as human.
New Torchwood members must join the team / new TW branches must be established post-Miracle Day. Neither OCs, nor DW/TW/SJA Canon characters seeking to become Torchwood agents shall be allowed to interrupt established TW Canon (including audios, novels & comic books). Exceptions may be made if someone apps an OC “pre-Canon”, so long as they don’t interfere with established Canon.
Mods have the final say on who's in and out, but we should make an effort to work with the members - we don’t want to tell them, ‘No.’; also, Jack & Gwen ought to be consulted as the only Canon Torchwood [co-leaders] still alive - well, Gwen’s 2nd in command, anyway, and leads in Jack’s absence, while Jack has become the de facto leader of the entire Torchwood Institute following the Battle of Torchwood at Canary Wharf. All other TW branches in Canon shut down around the time of The 456 affair.
Bear in mind that Torchwood is also an entity of the British Crown. It has no jurisdictional powers or legal authority outside the United Kingdom and the British Overseas Territories, although individual nations of the Commonwealth of Nations may still respect the Torchwood Charter and allow cells to operate.
Any of the non-taken Canons below may be available for NPC use - please contact the Staff (and probably Jack as well, if he happened to be on that particular “team”) before writing for one of them. These characters may also be adopted and developed into a “pseudo-Canon”, or “sort-of” Canon (like Diane Holmes, for example - I took a few [what I thought to be logical] liberties with her History).

Torchwood One: Headquartered at Canary Wharf in London, and destroyed during the Battle of Torchwood, and consequently abandoned. TW1 also had/has a base under the Thames Flood Barrier and owned the security firm "H.C. Clements" used to recreate Huon particles.

The Cardiff headquarters was destroyed on orders of the UK government circa 2009. After the defeat of The 456, Torchwood Three ceased operations, though two of its members currently carry on (Jack & Gwen).

Torchwood Four: Lost, but in the words of Captain Jack Harkness, "We'll find it someday". Jack also said that in 1941, TW4 was still missing; however, it has never been specified as to how this happened, nor where it may previously have been located before its disappearance. Torchwood's immortal assessor Agnes Haversham referred to TW4's disappearance as having been something of a messy business.
Torchwood India: This branch operated in Delhi under the cover of a gentlemen's club called the Royal Connaught Club, until it was shut down in 1924 by Captain Jack Harkness, and all of their alien equipment was taken back to Britain. In 2009, Jack and TW3 traced an alien energy field to the site of TW India, and discovered that Eleanor and the other TW India agents have been using a Time Store to prevent time from passing in the Royal Connaught Club by repeating the same day over and over - the very same day that Jack came to shut them down - so that TW India, effectively, never truly ceased operating. As the Time Store was never intended to be used for as long as TW India had been using it (85 years), it started needing more and more energy. At first, it powered itself, then it required more electricity, and then finally it found the potential energy it needed to function from humans. By 2009, thousands of people were being stolen to feed the Time Store. To deal with this, the Duchess intended to connect it to a wireless network, and return the whole world back to 1924, in the hope of returning the British Empire to its former glory. When the wireless network was shut down by TW3, the Time Store also shut down and froze TW India in time; its members refused to leave before the building was frozen in time, forever locked in 1924.
