Dear Secretary Forrestal:

As per our recent conversation on this matter, you are hereby authorized to proceed with all due speed and caution upon your undertaking. Hereafter this matter shall be referred to only as Operation MAJESTIC TWELVE.

It continues to be my feeling that any future considerations relative to the ultimate disposition of this matter should rest solely with the Office of the President following appropriate discussions with yourself, Dr. Bush and the Director of Central Intelligence.

HISTORY

MAJESTIC TWELVE was originally the codeword for the Top Secret/Codeword classified Operation MAJESTIC TWELVE initated in 1947 as a response to the crash of an apparent extraterrestrial craft in the desert near Roswell, New Mexico. With the subsequent 1948 crashes in Aztec, New Mexico and Laredo, Texas, MAJESTIC TWELVE began to take on new life and additional responsibilities.

In its current incarnation, MAJESTIC TWELVE is a cross-agency black box project tasked with studying "extra-terrestrial biological entities" and artifacts recovered from EBEs, developing strategies for dealing with EBEs, and disseminating technologies recovered from EBEs for purposes of study and reverse-engineering. In the interests of national security MAJESTIC TWELVE also takes steps to ensure that the existence of EBEs remains classified, although the Directors are reconsidering this aspect of the MAJESTIC TWELVE mission in light of the 2006 TIN SOLDIER and the 2008 WAGNER OPERA invasions.

MAJESTIC TWELVE is not a large organization in its own right. There are only about five hundred individuals with a TOP SECRET/MAJESTIC TWELVE clearance, most of whom are well-placed members of other Federal agencies. There are a few "field operatives", particularly in Projects PLATO and MOONDUST, but even they tend to rely on individuals who can be ordered to remain silent about classified information.

The organization is not the first of its kind. It has a progenitor in the Aeronautical Investigations Unit of the U.S. Secret Service, assembled by order of President Cleveland (and maintained by President McKinley) to investigate the root causes of the Mystery Airship Wave of 1896 - 1897. The Aeronautical Investigations Unit collected debris and a partially decomposed "Martian" corpse from Aurora, New Mexico in May of 1897. No definitive conclusions were made, although one agent later postulated a connection between the "tingling" sensation of some of the metal debris and the Henri Becquerel's description of the rays emitted by uranium salts. The Aeronautical Investigations Unit was disbanded in 1900.

STRUCTURE:

MAJESTIC TWELVE's hierarchy resembles a corporation on some respects. It is led a Board of Directors who are responsible (under the direction of the President of the United States) for setting policy and directing operations. When a new President is elected, he is briefed about the existence and purpose of the group by representatives of the Board.

In theory, the new sitting President could order MAJESTIC TWELVE disbanded. To date, no sitting President ever has.

(There is an extant rumor that MAJESTIC TWELVE had President John Kennedy assassinated to prevent him from revealing the existence of EBEs to the people of the United States. This is not true. Agents of Project GARNET were in Dallas that day, but on unrelated business. One agent reports having seen a man in a grey suit, carrying a rifle, departing the grassy knoll moments after the shots were fired. This man entered a 1958 Edsel, which wheezed and groaned for several seconds. When the agent opened the door of the Edsel, there was no sign of the man in the grey suit.)

Below the Board of Directors exist multiple Projects, each with different responsibilities. Most are temporary and are disbanded when they are no longer needed. There are five that have been in existence since their creation:

• Project PLATO, which is responsible for developing scenarios for and actually implementing diplomatic contact with EBEs, whenever possible.
  
• Project GARNET, which is responsible for study and dissemination of EBE technology to government contractors for development. These are typically presented as "recovered assets".
  
• Project PLUTO, which is responsible for sanitizing human/EBE interaction sites and debriefing surviving witnesses.
  
• Project MOONDUST, which is responsible for offensive and defensive actions against hostile EBEs.
  
• Project BLUEBOX. This project was created in the 1970s after HUMINT acquired from UNIT revealed the existence of representatives of a humanoid EBE species known as "Time Lords" (classified LONELY GOD), who possess advanced technological methods of time travel.

Things MAJESTIC TWELVE knows:

Earth has been contacted multiple times by friendly, indifferent, and hostile EBE species since 1947.


Multiple subterranean and aquatic sub-species of reptilian EBEs exist (classified BLUE HADES). One sub-species of BLUE HADES is responsible for the biowarfare attack that killed nearly 0.5% of the population of the United Kingdom in the mid-1970s. MAJESTIC TWELVE PLATO has established contact with a colony of a second sub-species living in caverns deep beneath Los Angeles.

An unrelated species of reptilian EBE (classified ARC TOPAZ) exists, primarily in stasis on Mars. ARC TOPAZ is considered hostile, and MAJESTIC TWELVE MOONDUST has "destroy on sight" orders for any ARC TOPAZ ship.

A hostile cybernetic humanoid EBE species (classified TIN WOODSMAN) was initially encountered at the Amundsen-Scott South Pole Station in 1986. This species has been tentatively identified as being the same cybernetic species that was responsible for the 2006 "ghost shift" event that concluded with a one day invasion of Earth. This second species has been classified TIN SOLDIER until this hypothesis can be confirmed. (Studying the records of the 1986 TIN WOODSMAN invasion, classified TENTH PLANET, has led MAJESTIC TWELVE BLUEBOX to conclude that there has been some form of temporal editing of the events of TENTH PLANET.)

A hostile humanoid EBE species (classified ARC DREAM and colloquially known as the "Greys") were the pilots of the crashed Roswell and Aztec crafts, and intermittently abduct and experiment on humans. They are known to strike "test subjects for technology" bargains with local governments. They are the EBE species most closely studied by MAJESTIC TWELVE and, although they are commonly encountered, they are considered the least dangerous of the hostile EBEs as much of their technology has been studied and at least partially reverse-engineered.

MAJESTIC TWELVE is fully aware of UNIT and Torchwood. MAJESTIC TWELVE and UNIT have the same strained relationship that most U.S. agencies have with UN agencies. MAJESTIC TWELVE and Torchwood had a similar relationship to the one "enjoyed" by the CIA and MI-6 up until 2006. Since that time, MAJESTIC TWELVE has assumed that Torchwood is defunct.

Things MAJESTIC TWELVE does not know:

What EBE species was behind the April 2008 global-scale biochemical attack.

What "Daleks" (classified WAGNER OPERA) are, beyond the information gleaned from their short-term conquest of the Earth in May of 2006 (as well as some hints uncovered by MAJESTIC TWELVE BLUEBOX of WAGNER OPERA activity in New York City in 1930).

Anything about the EBE species LONELY GOD beyond the phrase "Time Lord", the apparent fact that they are time travelers, the apparent presence of a LONELY GOD in the TENTH PLANET incident. It is also believed that Prime Minister Harold Saxon of England was a LONELY GOD, but HUMINT resources within UNIT have recently been purged and no definite information has been obtained.

Thread Uses for MAJESTIC TWELVE:

MAJESTIC TWELVE can serve as an American Torchwood. Take on the role of a field agent, able to be loaned from one Project to another. Make first contact with the Rutan Host. Go to Darfur, where a Janjaweed commander is dealing humans to ARC DREAM in exchange for advanced weapons. Get in turf wars with UNIT over who owns Henry van Statten's collection in Utah.

Of course, it isn't always easy. You won't always be omewhere legally, or be doing legal things. It isn't as if the United States has a stellar track record of respecting treaties or international law, so why should one of it's black ops groups?

MAJESTIC TWELVE can also be an adversary, particularly for UNIT or Torchwood characters. Planning on going to the United States, or anywhere a US base, or anywhere the US feels it has a "national security interest"? Get ready to butt heads, and try not to let it get violent. Geneva does not want to hear the headline "UN Troops Fire On American Soldiers In Afghanistan" on CNN. Even if they were trading Taliban supporters to the Greys in exchange for information on the Sontarans.

Are you a Time Lord? A Time Agent? Project BLUEBOX wants to talk to you. Trying to talk down the Lord-Commander of the Silurian colony of Y'ha-nthlei from eradicating the primates that infest an Earth they believe is rightfully theirs? Project MOONDUST may be making the "we want to coexist in peace" argument a little hard to swallow.

Post-2008 Update:

In the wake of the Year of Ghosts and then WAGNER OPERA hauling Earth across the universe to the Medusa Cascade, MAJESTIC-12 has gone public. The United States government felt a need to show the people of the nation that they were taking the alien threat to the nation seriously,and announced the creation of the Office of Extraterrestrial Intelligence, which officially falls under the auspices of the Department of Homeland Security. Functionally, though, MAJESTIC-12 retains the majority of its independence and has not changed most of its operational procedures. Sixty years of independence is not something that any organization gives up easily.

The current Director of the OEI is Doctor Marvin Sambur. He is a well-meaning and diligent man, but also a career politician. He genuinely believes in the mission of the OEI, but also recognizes the effectiveness of the "legacy" traditions of MAJESTIC-12. So far, at least, he has managed to keep the old and the new playing well together.


New Activities:

GARNET SPECTERS: This is a joint Department of Defense/Office of Extraterrestrial Intelligences program, and connected to the DARPA Revolutionizing Prosthetics program. It has been reverse engineering leftover TIN SOLDIER technology from the Year of Ghosts and TIN WOODSMAN technology recovered from Antarctica in an effort to advance the creation of both milspec and civilian prosthetics.

The "test pilots" - the Specters - are twelve soldiers who were seriously wounded in action. The majority of them are 60% to 70% rebuilt, and all of them are in good spirits and have excellent morale. They test new developments in cybernetics and in power-assist armor, and function as the "big stick" in the OEI's toolkit, when they aren't on covert search and destroy operations for the military.

GARNET SPECTERS is headquartered in Camp Franklin Rock in Nevada. The majority of the base is underground, and also serves as a EBE prison and as a storage facility for technological acquisitions.
