The Celestial Intervention Agency was created as a covert arm of the High Council to safeguard the Time Lords' interests. They evolved from a core group of Rassilon's guards, and they functioned as spies. They are a secretive, or "black ops" Time Lord organisation with whom the Doctor and Lord President Romana occasionally dealt with. Their motto -- "the story changes; the ending stays the same" -- was also their modus operandi. According to the Fifth Doctor, CIA operatives worked to protect the web of time by ensuring, by whatever means they deemed necessary, that the net result of history remained constant, even though details might change. Because they often violated the Time Lords' non-interference policy, the CIA had to operate in secret, which protected the High Council and allowed them to deny any knowledge of the CIA's activities and existence.
As the Wars in Heaven loomed ever nearer, President Romana sent the CIA agents Gandarotethetledrax and Cavisadoratrelundar to capture the first Type 102 TARDIS, (who was formerly known as Compassion), and use her as breeding stock, as the President knew that sentient TARDISes would be vital pieces of technology in the upcoming war(s).
At some point in the lead-up to the Wars in Heaven (or The War or the Second War in Heaven -- NOT The Last Great Time War), which featured Faction Paradox, the Remote, the Time Lords and the Enemy and took place during the 8th Doctor's era, the CIA became worried that they might be erased from history (or caught in the crossfire) between the Time Lords and the Enemy, and as a safeguard, they created Mictlan, a world outside of time and the universe for themselves to hide within. However, they also needed to remove themselves from the universe of physicality, and thus turned themselves into The Celestis.

- The CIA also runs something sort of like a "Witness Protection Program" for those whose futures might stray from "acceptable" paths... Through this program, the CIA can protect and keep tabs on them, as well as provide them with a new identity, economic assistance, a place to live, etc. You may wish to write your character as either a protector, or the protected.
