Who Are They?
The Tsihairjnaanazmhu Mdoarsidhe - a High Gallifreyan phrase that can be translated roughly to 'Sidhe Lord of Time' - trace their lineage back to one of two sources, depending on their temperment. Those who hold themselves aligned with the principle of Cosmos hold the Weaver of Dreams and Her consort the Grandfather Paradox, the Lady and Lord of the Hall of the Wind of Change, as their mythic ancestors. Those who hold themselves aligned with Chaos, on the other hand, claim the Emperor Clad in Onyx and Jet and the Twice-Born Queen of Silver Flame, founders of the Empire of Tsan Chan instead.
This is just one of the many, many differences between the two factions.
What Are They?
In a word, the Mdoarsidhe are the hybridized descendents of Gallifreyans and Sidhe. They possess many of the biological traits of the Gallifreyans, along with the psychic talents of the lesser Sidhe. They are semi-material beings, capable of creating illusions, reading emotions and thoughts, and flying or even teleporting for short distances. Some have talents that lend themselves to altering temperature or weather patterns, to telekinesis, or pyrokinesis or cryokinesis, or clarsentience.
A Mdoarsidhe who receives the Rassilon Imprimature (or, later, either the Crown of Onyx Flame or the Threads of the Weaver) becomes one of the Tsihairjnaanazmhu Mdoarsidhe. They transform into semi-material beings of great power, able to shift freely between a form of flesh and a form of plasma restrained by a lattice of psychic forces. They can change shape, fly through space or the Vortex, and with great effort boost their psychic powers to nearly continental scale. They also Regenerate after a fashion; they retain their original form, more or less (if they can be said to have an original form), but slowly find it harder and harder to recreate bodies of flesh. Somewhere between their tenth and fifteenth deaths the psychic lattices that restrain their plasma forms begin to weaken, and they ultimately fade away.
Where Can They Be Found?
The rift between the Chaos and Cosmos philosophies of the Tsihairjnaanazmhu Mdoarsidhe has created two rival Courts, embroiled in a millennia-long Cold War by proxy. By now, both Courts have largely abandoned material technology in favor of the noetic sciences, prizing mental powers above machinery.
But the rival Courts are not the only enemies each Court has. The Courts of the Sidhe have fallen, and the once-great Sidhe Lords now serve as vassals of the Courts of Chaos and Cosmos. But the Sidhe are old, and clever, and many scheme against their new masters.
The rival Courts must also contend with the Time Lords of Glaurijhan, who were able to seize mastery of the Web of History from the Courts by a hair's breadth. Glaruijhan and Chaos and Cosmos are family, after all.
Nobody hates harder than family.
