Time's a funny old thing, really.
Just like on all of the other boards, all of time and space are available within the twelfth Doctor's board. You can visit the dawn of time or the far-distant Long Dark after the last stars burn out. But, for Time Lords, things are a little different. When Gallifrey existed, there was a thing known as Gallifreyan Mean Relative Time, which served as the measure of the passage of time for Time Lords. It was seperate and distinct from the rest of the universe, and kept all of the Time Lords in sync.
With the loss of Gallifrey at the end of the Last Great Time War, Gallifreyan Mean Relative Time has slowly begun to collapse. The TARDISes still maintain the concept, but without an absolute reference point like the Homeworld they have begun to drift.
That's nice. And..?
Although his adventures only lasted three seasons, plus some specials and movies, the eleventh Doctor lived more than 1,100 years. Because of GMRT, this has implications for other Time Lord characters entering the Twelfth Doctor's board. If your character is one of the Lords that Lived, (the haunted and shell-shocked survivors of the Last Great Time War) or one of the New Lords that was born early after the end of the War, your character is around a millennium older than at the start of the Eleventh Doctor's board (give or take any divergance from GMRT). If your character is one of the New Lords and born during the eleventh life of the Doctor, you'll still be significantly older.

Yes. This is a hard board rule. Just like the one that says that (for example) the Second and Sixth Doctors will never be able to cross over.
Seriously, now, we do recommend using it. But don't feel like you have to. You can always say "GMRT broke down due to handwavium particle contamination of the plotite containment fields" and move on with your life.)
