The thing about the Ripper, the thing you have to understand, is he wasn't always a monster. And whilst he may have been out of commission for over 1,500 years on Gallifrey, it was only 30 years on Earth, and time is relative, isn't it? Relative, fluid and malleable.
Let's say he was confined just a few decades, or maybe a century before the Last Great Time War. He caused some real damage when he first took the title of Ripper, and as the Guardian, he thought he was a lot more intelligent than he actually was. He refined himself somewhat, after he started making waves.
Maybe you were there to help stop him in the earlier years, or maybe you'd be interested in cracking heads with what he's become now, which is something he isn't even completely sure of. He'd like to think of himself as a cold-hearted rebel, without a single care in the universe, but I guess we'll see whether that's just a facade.
He's certainly not a nice guy by any means, won't be in a hurry to get to know you, and definitely won't respect you unless you've proven yourself to him.
He also loves to blow things up, he's a skilled fighter and ... well, his name says it all, really. He may try to tear your world apart. He'll definitely show off, if he can. And he'll always leave some solution to his 'games,' so you can't blame him entirely if the planet gets destroyed.
I've already got an idea for his first post-human adventure Fog and Mirrors but this is someone that I'd really like to get to know. So, if think you've got what it takes, and you'd like to run with the Ripper, then let us know will you?
