Here I'm throwing ideas, we could rearrange the whole of it altogether if someone is interested!
AT THE MOUNTAINS OF MADNESS
2010s, Earth. Antarctica. The TARDIS happens to land in the middle of a camp, on the side of Vinson Massif, set up by a scientific expedition. The expedition is studying a caves system below the mountain. They found ruins and a half dozen mummies of unknown date and species. While the human group think of it as the remains of an ancient civilization, the Doctor (and the Torchwood or Unit itself if someone is interested in join) soon realize that there is something more 'alien' to it.
Source/Inspiration: H.P. Lovecraft's novel by the same title. You don't have to read it and this is not a crossover, but it could help you feel the 'right mood' for the plot! It just gave me the idea of Antarctic-Expedition-Ancient Alien Culture thing. It was it or The X-Files. And, of course, a lot of Satan's Pit too.
Human Expedition: composed by geologists, archeologists (River?), whatever -ists you think of. There may be someone sent by the Unit (or Torchwood itself) suspecting something more 'alien' involved.
The Ancient Civilization: not a real colony, but a previous Silurian expedition that explored the Antarctica thousands years before, with the purpose of establish there, exploiting the geothermic energy they individuated in the depths of the ice cap. They actually were the first to find the real 'Ancient Thing Below the Ice', and the Silurians are the 'mummies' the humans found. Whatever was that the Silurians found below the ice, it had infected them, changing them, enslaving them to Its purpose... Until something (solar flares, magnetic storms, etc.) killed most of them. The survivors put themselves in a cryogenic sleep that lasted thousands years... Until the men found them, and eventually woke them up. This means loads of troubles: just think about the Infected Oods and make them less... Oods, and more Angry Lizards.
The Elder One: H.P. Lovecraft or not, I'm not putting Cthulhu (or his pantheon) in there, I'm just wondering if there are other 'Ancient Entities' in the Universe like the Beast trapped in that asteroid (Satan's Pit episodes). So, maybe there's an Entity trapped miles and miles under the ice, in a whole city/temple/prison built to adore It, or guard It, constructed by the first Silurians infected and their technology. A near-complete Dimensional Door (or 'Stargate', whatever) meant to let the 'Ancient One' escape from the prison It was incarcerated before the Universe began, or to wake it up from its Sleep.
OPEN: feel free to join, I was thinking of 3 or 4 players. Characters could pop in with the human expedition, on their own, as companions of the Doctor... We'll work it out together if you have no ideas!

Right. You had my attention with the title of this planning thread. I love me some Lovecraft in my Doctor Who (as any number of people around here can attest), and something as madly irresponsible in appearance as "helping humanity get their hands on Elder Thing technology" would be right in Meddler IV's wheelhouse. Even if we aren't using the actual Elder Things, it's still in his wheelhouse. The Meddler's been all about 'uplifting' Humanity (and other 'lesser' species) for his entire career, after all. I figure that this could take place at some point after their first "canonical" post-War meeting, so we don't have to play through the whole "Ohmygod I'm not the last' business. Unless you really want to do that, at which point I'm perfectly happy to roll with it. Eitehr way, it's the first time he meets Doctor River Song (and explains why, later on, he knows who she is and puts forth the effort to bring her back to life...). Anyway, let me know if you're interested in having another Time Lord on board as a potential ally/enemy/both. Because, let's be honest here, the meddler is not wildly consistent in this role... (Here's the TL;DR version of the Meddler's history with the Doctor: 1. Way back in the Academy, the Meddler was part of the Deca group. The Meddler was the quiet, nerdy member of the gang, borderline autistic and with a vicious sense of humor. 2. The Meddler is also the character referred to as 'The Time Meddler' or 'The Meddling Monk', from the first Doctor serials The Time Meddler and The Dalek Master Plan. 3. The Meddler, as of the start of his third Incarnation, is a Grandfather Paradox. He's odd looking to Time Lords, as you can't see his near past or near future, and he's a psychic mute. 4. The third Meddler was indirectly responsible for the death of Susan's son David, around the time of the Eighth Doctor. The Meddler insists that it was the Daleks who killed him, but the Doctor blamed the Meddler for it. 5. At the time of the Tenth Doctor, the Meddler believed himself to be the architect of the Moment, and someone who bore as much responsibility for the destruction of Gallifrey as the Doctor. Later events have revealed this to be not quire true... 6. Oh, and the fourth Meddler was dating a woman who might have gone backwards through time to become the Doctor's wife and Susan's grandmother. It was a convoluted board thing, and the Doctor and the Meddler seem to have agreed to never discuss it again. Partcularly since that character's player has since left the board.)

Happy you're enjoying the idea! Lovecraft is such an endless source of inspiration.
For the Elder Things, we could even use the 'real' ones, if you think they'll fit better, or keep them 'borderline' between the Lovecraft and Whoniverse cosmology. I'm open to any adjustment!
About our characters, it's okay to set this after their post-War meeting, and of course there are no problems at all in having you on board! Considering the plot so far, it would be nice to see how they'll turn to each other as the events develop. I think it's gonna be really interesting and not at all predicted considering their past history.

Clearly I'm in favor of using the actual Elder Things - but I'm also the guy who postulated that the Great Race of Yith were neutral parties in the Last Great Time War (and that the Meddler is under sentence of death if he ever returns to one of their worlds), that Gallifrey was allied with Xoth (the homeworld of Cthulhu), and that the Gallifreyan word for eleven-dimensional space-time is yoksotot. So, I'm a little biased. But I'm happy to go with the consensus - it's a big universe, after all. Plenty of room for all manner of strange.
And yeah, their second post-War meeting should be interesting. They won't have the same "save Earth from destruction by a out of control temporal anomaly" pressure to focus their minds. Particularly if River also mistakes the Meddler for the Doctor at first...

Okay, what about getting started? If everybody it's okay with it!
I was thinking that Tenth could just land there by chance. While in the Time Vortex, his TARDIS got diverted by an unexpected, incredibly high energy peak of unknown origin, and it followed its trail inside the Time Vortex ending up in Antarctica. Actually landing there before the peak itself occurred (the old time paradox cliche, as in “The Doctor's Daughter” episode). Could it work?
About the Meddler and River, I'll let it up to you! Maybe the Meddler is already on site, passing off as the Doctor, and River could be there since the very start as a member of the original expedition.
Once we'll have this sorted out, I'll open the thread =)

Let's do it, yes.
For more fun, let's assume the Meddler really isn't trying to masquerade as the Doctor. But he's been mistakenly identified as such, and he's a little absent-minded in his fourth incarnation, and he tends to ramble. So, it would be really easy for his attempts to correct the mistake to be misunderstood or talked over.

Just thought we could need something like that when we'll be moving in the cave. Let me know if somethings has to be changed or fixed or we don't need this! The Cave Entrance is the section of the Cave reached by the grilling rid. An elevator hoist allow to descend the well for the 10 kilometers of its depth (1 km of icecap, 9 km of stone ground). The Cave seems to be naturally formed until you reach 'The Room', where walls have been carved in the living rock thousands of years ago, following rules of geometry and architecture that are unknown and unthinkable. In this Room, the specimens had been found, the six mummies that the OEI agents brought back to the surface. The Cave proceeds in an hallway, still carved in the living rock, and ends at the stairs. They descend in the depth of the mountain, with strange, awful steps that seems to have been sculptured for inhuman legs. Then, you reach the Bridge on the Pit. It's made of stone, and it stretches on a natural crevice that appears to descend into the heart of Earth itself. It's dark in there, pitch black. Nothing to be seen if you look down, but something could look back at you... Don't look down. The Bridge is narrow and unpleasantly thin in its middle part, but then you'll reach the other side and you'll find the Gates. They're titanic and immense, silent and cold, they seem to wait for unprepared explorers to cross their mouth and disappear inside. Beyond them, there's the Hall of the Screams. You're wondering what's the name about? You'll hear. In the gigantic space that opens, the ceiling disappears in the dark and the floor is patched with black holes, irregular apertures that fall down for miles. You can't see the end of none of them, but you could hear the screams... From far, far away, deep down those dens that may reach the Pit itself. The more you remain there, the nearer they'll sound. Move further and raise your gaze. The Temple's Entrance is there. And it's waiting.
